How do I invest in tourism?
Procedures for obtaining a property for tourism investment:
The investor must go to the interests of the Directorate of Industry and Mines in the state in order to file a file with the committee to determine the location, promote investments and control the property (calpir ef).
1. Plan approval stage:
When the investor obtains a concession contract for a tourist real estate (by the committee for locating the site, promoting investments and controlling the real estate), or in the event that he owns a private real estate, the investor goes to the Directorate of Tourism and Handicrafts in the state, and submits a file of approval of the plans consisting of the following documents:
• Request for initial approval of the plans (a form submitted by the Directorate).
• A technical and economic study of the project.
• A copy of the ownership contract or concession contract.
• Construction certificate (in the case of a new project).
• Charts of the current situation in the case of a re-modification or configuration project.
• The site plan is on a scale of 1/2000 or 1/5000.
• The block diagram is on a scale of 1/200 or 1/500 and includes the following data:
– The boundaries of the land plot, its areas and orientation, and the drawing of fences when necessary.
– Plane curves or flatness area and plot sections.
– The type, height or number of floors of the neighboring buildings.
– The height of the built or programmed buildings or the number of their floors and the allocation of the built or non-built area.
• Charts prepared on a 1/50 scale showing the following:
– – Internal distributions for the different levels of the building, including the drinking water supply network, dirty water drainage, electricity, heating, and facades, including the fabric interface and rationalization sections.
• A memorandum attached to the rationalization graphs and includes the following data:
Brief explanation of devices for supplying electricity, gas, heating, drinking water, disinfection and ventilation, defense and firefighting devices.
This file is deposited with the Directorate of Tourism and Handicrafts in 03 copies in order to be sent to the committee accompanying the plans of the Ministry of Tourism and Handicrafts.
After the plans are approved by the committee, the project is officially approved and the progress of its works is followed up by the engineers of the Directorate at the Investment Follow-up and Tourism Development Office.

2. Exploitation license stage:
After the completion of the works on the project and in order for it to enter into exploitation, the exploitation file is deposited with the Directorate, in order to deliver the exploitation license. The file consists of the following documents:
• Application for an exploitation license with a hotel establishment (the investment is attached).
• The Basic Law (in the case of a legal person).
• A copy of the deliberation during which the president and the general manager or the manager were appointed, unless they were appointed under the Basic Law (in the case of a legal person).
• An extract of the applicant’s birth certificate, and the manager’s birth certificate, if necessary.
• An extract from the birth certificate of the president and general manager or manager (in the case of a legal person)
• An extract from the judicial record (card No. 03) whose date of issuance does not exceed three (03) months for the applicant and the tracker.
• An identical copy of the hotel establishment’s title deed, or a certified copy of the lease or management contract.
• Inspection report prepared by a court report showing the hotel establishment’s dimensions and status.
• A copy of the building or development permit delivered by the Minister in charge of Tourism.
• An insurance certificate from the financial consequences at the level of civil and professional responsibility.
• Certificate of conformity to hygiene standards issued by public health authorities.
• Proof that the general manager or the legal manager has fulfilled the qualification requirements (attached document).
• A documented commitment to make his customers respect the values and public morals.
• Estimated report on the activity.
